About Us

The Directorate of Logistics (DoL) originally established as the Directorate of Preventive Operations, functions as the central agency under the Central Board of Indirect Taxes & Customs (CBIC) for managing, coordinating, supporting the logistics, infrastructure and technical requirements of Indian Customs. Its mandate is to strengthen the operational capabilities of the Customs formations across India through strategic provisioning, procurement, training, maintenance of critical enforcement and facilitation infrastructure. Through its diverse functions, the Directorate strives to serve as a force multiplier in enabling Indian Customs to meet its mandate of revenue collection, trade facilitation and border security.

Welcome to the official website of the Directorate of Logistics, Central Board of Indirect Taxes & Customs (CBIC). Directorate of Logistics plays a vital role in fortifying the enforcement and operational capabilities of Indian Customs by ensuring timely procurement and deployment of cutting-edge anti-smuggling equipment across airports, seaports and land borders. As the apex nodal agency under the Central Board of Indirect Taxes & Customs (CBIC), entrusted with overseeing and addressing the logistical requirements of Field formations in the domains of anti-smuggling and marine operations.

Our responsibilities encompass the planning, procurement and management of critical resources such as vessels, vehicles and anti-smuggling equipment essential for the effective enforcement of anti-smuggling measures across the nation. Directorate of Logistics is also the lead authority for all matters related to the Indian Customs Canine (K9) establishment. This includes policy formulation, procurement of Canine (K9) units, establishment and overseeing of Customs Canine Centres (CCCs). Our trained sniffer dogs and handlers form an indispensable part of the country's efforts to detect narcotics, explosives and other contraband, significantly enhancing our enforcement footprint. Anti-Smuggling

  1. Procurement, deployment and maintenance of Anti-Smuggling Equipment required by the field formations of CBIC;
  2. Monitoring the disposal of seized stocks with the field formations;
  3. Allotment of weapons to departmental officers on loan basis;
  4. Policy formulation, procurements, establishment of CCCs, formulation of recruitment rules including devising strategy for detecting contrabands using K9; Development of various protocols and training modules for handling dogs, monitoring the performance of CCCs and K9 Squads; Inter-ministerial and international collaborations on K9 matters.

Existing Anti-Smuggling Equipment

Container Scanners

A. Overall Position

Presently, there are 24 container scanners of various types operational at 17 ports. Out of these, 7 container scanners have been procured by DoL, CBIC whereas 12 have been procured by IPA on behalf of the Shipping Ministry. Remaining 5 container scanners have been procured by 5 private ports under the guidance of Directorate of Logistics.

Procurement of container scanners is being done by the Directorate of Logistics since the year 2004. However, in 2015, the work was assigned by Committee of Secretaries to Ministry of Shipping which delegated it to Indian Port Association (IPA). Since there were some delays in the procurement, the work was reverted to DoL, CBIC in April, 2019. DoL accordingly took over the procurement of 8 Mobile X-ray Mobile Scanners (MXCSs) and 4 Drive Through Container Scanners (Road) (DTCSs) initiated by IPA and the same has been completed by DoL.

Note: Besides, Board has conveyed approval of the Competent Authority for decommissioning of 3 nos. Mobile Gamma Ray Container Scanner Systems (MGCSS) installed at Mundra, Tuticorin& Chennai Port and the process is underway.

B. Mobile Container Scanners

Mobile units are less expensive than fixed units but operate at lower energy levels, typically 3 - 6 MeV. If the cost of a mobile system (including delivery and maintenance) is the most important consideration, then a gamma ray system could be a viable option, even though the image quality may not match that of a comparable X-ray system. The latest Mobile scanners Mobile scanners can compete with the performance of fixed 6 MeV scanners in terms of penetration, contrast, spatial resolution and wire detectability. Mobile scanners should require no more than 15 minutes to be ready for operation after their arrival on location. Mobile systems are subject to greater downtime and require more frequent maintenance. Mobile scanners usually comprise of an X-ray or gamma ray scanner built onto an integrated chassis cab vehicle or, they may be constructed as articulated units which will be towed by independent tractor units.

There are 08 mobile container scanners installed at various ports details of which are as under:

Indian Port Association (IPA) had placed orders on M/s Smiths Detection (Asia Pacific) Pte. Ltd, Singapore for procurement of 8 MXCSs in March, 2018 for 6 ports, namely, 3 for JNPT and 1 each for New Mangalore, Vizag, Paradip, Kamarajar, Chennai and Kolkata Ports. All 8 MXCSs have been installed and operating successfully.

C. Fixed Container Scanners

Fixed units are the most expensive and the most powerful, typically with an energy level of 9 MeV. This high energy level provides a clearer image and deeper penetration of cargo than systems of lower energy. Most fixed scanners tend to use X-ray. A fixed unit may permit a “dual view”, i.e. both horizontal and vertical profiles of the cargo can be imaged. Due to the high energy of the systems and possible scattering of X-rays, the entire system must be housed in a purpose-built building with concrete walls of sufficient thickness to provide adequate shielding. The entire construction of this unit must also include the facility for the computer equipment and image interpretation and may also include ancillary office accommodation. There must also be sufficient space for vehicles waiting to enter the facility to park and to manoeuvre. Furthermore, there must be satisfactory access roads to and from the unit that must accommodate both import and export traffic. Due to these constraints it has been found that fixed units are better suited to areas such as container ports where there is a constant flow of traffic. 4 Fixed X-ray Scanners were installed at Kandla, Mumbai, Tuticorin and Chennai in the year 2016-17 through BEL (OEM: Smiths Detections, USA).

D. Drive Through Container Scanners (ROAD) (DTCS)

Drive- through systems deliver a much higher throughput, by increasing scanning speeds and allowing truck or terminal vehicle drivers to remain in the cab of the truck while a container is scanned. These systems incorporate many safety precautions to ensure that the driver is not exposed to direct or unacceptable levels of radiation. Drive-through systems operate with X-ray energy level typically between 3 and 6 but 7.5 MeV is also available. Dual energy versions, providing material discrimination, are also available. Drive-through systems are capable of scanning between 150 and 180 containers per hour, with a drive- through speed of around 11 kilometers per hour.

3 DTCSs were installed at Mundra, JNPT and Cochin in the year 2018-19 through M/s Rapiscan Systems Pte Ltd.

4 DTCSs have been procured by IPA for the ports of JNPT, Tuticorin, Chennai and Kolkata.

Private ports authorities have installed 5 DTCS, 1 each at Pipavav, Hazira, Kattupalli, Krishnapatnam and Gangavaram Ports as per specifications provided by DoL

E. Decommissioned Container Scanners

  1. Mobile Gamma Ray Scanners
    The Mobile Gamma-ray Container Scanners were installed & commissioned at three ports of Kandla, Tuticorin and Chennai in the year 2014-15 for an amount of Rs. 27.64 crores purchased from Electronic Corporation of India Ltd. (ECIL) manufactured Rapiscan, USA. Subsequently, the container scanners installed at Kandla Port was shifted to Mundra Port in April, 2018. The Ministry has approved the decommissioning of these three Scanners and the process of the decommissioning is underway. The process involves permissions from AERB. The DOL is liasoning with the jurisdictional Commissionerates and the vendors to complete the formalities to dispose of radiation emitting sources and to complete the decommissioning.
  2. Fixed 9 MeV X-ray Scanner
    One Fixed 9 MeV X-ray Scanner was installed as a pilot project at JNPT in the year 2005 at the cost of Rs.21.70 Crores through ECIL (OEM: Rapiscan, USA). The scanner has been decommissioned w.e.f. 19.11.2019. Ministry’s approval along with IFU “no objection” was received for dismantling and disposal vide letter dated 05.10.2020. The process for disposal and dismantling will be in initiated as soon as AERB’s approval is received.

F. X-Ray Baggae Inspection System (XBIS)

X-Ray Baggage Inspection System is a security screening device designed to examine baggage, parcels and cargo for prohibited goods or contraband. It uses advanced X-ray imaging and material discrimination technology to identify potential threats, ensuring the safety of passengers, staff and facilities while enabling faster clearance.

XBIS machines have been procured and deployed in 3 phases, i.e., 86 XBIS during the period 2009-2011, 76 XBIS during 2016-2017 and 82 XBIS during 2021-2023. At present there are 209 XBIS machines operational covering almost all the important Customs formations across the country: 111 at Airports; 21 at FPOs/APSOs/PADs; 5 at UBCs; 15 at LCSs/ICPs; 20 at ACCs; 4 at CFSs; 13 at Ports; 4 at Customs House;4at/Road/Rail and 12 at ICDs. The procurement and maintenance of XBIS machines are centrally managed and regulated by this Directorate to ensure consistent operational readiness and adherence to security standards.

G. X-Ray Mail Inspection System (XMIS)

X-Ray Mail Inspection Systems are used for the non-intrusive inspection of various items, including small baggage, parcels and freight at Foreign Post Offices. By generating high-resolution X-ray images, the system enables detection of concealed objects, verify contents and maintain compliance with safety regulations. Presently, there are 15 nos. of XMIS installed at various FPOs/APSOs/PADs across field formations.

H. Karat Meter

A table top Gold Purity Analyzer which works on X-ray fluorescence (XRF) analytical technique to determine object’s elemental composition.

- 18 Karat Meters were procured in 2016 and further 24 more Karat Meters were procured in 2018.

Thus, Total 42 (18+24) Karat Meter are operation at various location under CBIC like International Airports, Air Cargos, FPOs, CFS and Gemstone Exchange Centres

- The procurement for 92 new Kacat Meters is under process.

I. Videoscopes

Videoscope is an optical instrument designed to assist visual inspection of narrow and difficult-to-reach cavities, consisting of a flexible tube with a display on one end and a camera with LED light on the other, linked together by an optical or electrical system in between.

- 90 Videoscopes were procured in 2017 and further 74 more Videoscopes Videoscopes were procured in 2020

Thus, presently a total of 164 (90+74) videoscopes are operational in the field with 19 numbers at Airports, 26 at ACCs, 18 at Ports, 12 at LCSs, 6 at DPF/CPF/CFS/ICE, 46 at ICDs and 37 cities under DRI.

j. PRD

Personal Radiation Detector (PRD) is an advanced pocket-sized instrument. It is a high sensitivity gamma radiation detector and measures dose rates in any scenario with extended range for both interdiction and response. It detects and locates orphaned sources or problematic NORM (naturally occurring radioactive materials) related sources.

- 130 PRDs were procured during 2018-19 and installed at various formations under CBIC i.e. Ports., ICDs & CFS.

K. RID

Radionuclide Identification Device (RID) is an Extreme Conditions Portable Spectroscopic Radiation Isotope Identification Instrument with internal neutron detection module. It is useful in searching for radioactive materials by identifying the exact isotope of the radioactive material and assess the potential threat.

- 26 RIDs were procured during 2018-19 and installed at various formations under CBIC i.e. Ports., ICDs & CFS.

L. Narcotics, Explosive and Chemical Detectors (Handheld Device)

The illegal international trafficking of hazardous chemicals and explosive materials have been a threat to the safety & security of the country.

Since, Customs is the first point of check and responsible to overcome such illegal cross-border activities, the DoL has under taken a task of equipping the Customs Personnel, in near future, with the most modern technology handy equipment capable of identifying such items on the spot to enhance the capacity in identifying and detecting these banned/ restricted items.

DoL aims to equip major International Airports and Customs formations, as a pilot project, with at least one three-in-one detector or a combination of detectors which can identify almost all the explosives, precursors, chemicals and narcotics during the FY 2025-26.

Prima facie, the following technologies appeared to be the most suitable and are under examination:

  • Mass Spectrometry
  • Infrared Spectroscopy (FTIR/ IR)
  • Raman Spectroscopy

Anti-smuggling Equipment Under Procurement

Container Scanners

A. Overall Position

Procurement of 12 container scanners for 7 various ports is being undertaken at present. These include procurement of 4 Drive Through Container Scanners (Road) (DTCSs) initiated by IPA which has been taken over by DoL, CBIC in 2019. Procurements of 1 Drive Through Container Scanner (Rail) (DTRS) and 5 Mobile X-Ray Container Scanners (MXCS) are being done by DoL, CBIC. In addition, 2 Drive Through Container Scanners (Rail) (DTRS) are being procured by Mundra Port privately.

B. Mobile Container Scanners Under Procurement

5 scanners are being procured by CBIC which are to be installed at JNPT, Goa, Cochin, Chennai and Kolkata (Haldia) Ports. Tender for procurement of these scanners was floated on 27.08.2019. Evaluation of bids was completed on 19.01.2021 and letter dated 19.02.2021 was sent to Ministry for expenditure sanction. Queries have since been raised by IFU vide notes dated 05.04.2021, 30.06.2021 and 26.10.2021 seeking certain clarifications. TEC meeting was held on 30.11.2021 to deliberate on the last queries raised by IFU vide note dated 26.10.2021 and observations/ recommendations of the TEC have been sent to the Ministry on 10.12.2021 for approval.

C. Drive Through Container Scanners (ROAD) (DTCS) Under Procurement

The IPA had issued a tender for procurement of 04 Drive-through Scanners for 04 Ports, namely, Kolkata, JNPT, Chennai and Tuticorin. Machines have reached the sites and are at various stages of installation. SAT in respect of DTCS installed at Tuticorin Port was conducted in October 2021. Trial run thereof was completed on 30.11.2021. SATs in respect of DTCS at the remaining ports viz. Chennai, JNPT, Kolkata are expected to be conducted during January 2022, February 2022 and October 2022 respectively.

D. Drive Through Container Scanners (RAIL) (DTRS) Under Procurement

  1. Procurement by CBIC
    The tender for procurement of DTRS for installation at JNPT was floated by DoL on 15.07.2019. Contract for supply of DTRS has been signed between DoL and M/s Smiths Detection on 22.07.2021. Installation is expected to be completed by December 2022.
  2. Procurement by Private Ports
    Mundra port is procuring two DTRS as per specifications given by the DoL. The project is likely to be completed by end of the financial year 2022-23.

E. Full-Body Scanning System(FBSS)

Full Body Scanning Systems (FBSS) are X-ray based non-intrusive inspection (NII) systems that detect objects (including non-metal objects) both on the surface and inside body without physically removing clothes or making physical contact. It enhances checkpoint security while maintaining passenger safety and privacy. This directorate has initiated procurement process of 30 X-ray based FBSS for deployment at 10 different international airports in the initial phase. FBSS will be deployed at all the international airports in a phased manner.

F. X-Ray Mail Inspection System (XMIS) Under Procurement

At present 12 FPOs are equipped with XMIS. This directorate has initiated process for procurement of 20 more XMIS so that all the Foreign Post Offices (FPOs) of the country are equipped with XMIS.

Anti-smuggling Equipment Under Procurement

A meeting of the Committee constituted by the then Principal Commissioner, DoL was held on 08.11.2019, in DoL to review, assess and finalize fresh requirement of following Anti-smuggling equipment:-

A. HAND HELD NARCOTICS & EXPLOSIVE TRACE DETECTORS:

64 nos. of Handheld Narcotics & Explosive Trace Detector may be procured for the FPOs & Airports. Committee recommended 28 Nos., one each for FPOs and 34 for international airports and for Delhi and Mumbai airports two each i. e. 36 Nos. for various International Airports. Thus, the total requirement of Handheld Narcotics & Explosive Trace Detectors for FPOs and International Airports worked out to 64 Nos. Information is being sought from the Customs formations for the fresh requirement of these detectors.

B. TRACE CHEMICAL DETECTION SOLUTION:

As recommended by the committee, 3 Nos. of Trace Chemical Detection Solution for sensitive locations viz. Mumbai/Delhi/Cochin will be procured on pilot basis so as to examine the viability and output of the same. Information is being sought from the Customs formations for the fresh requirement of these detectors.

The Committee constituted for the purpose in its meeting dated 08.11.2019 recommended for procurement of 64 Handheld Narcotics/Explosive Trace Detectors i.e. 28 (one each) for FPOs and 36 for various International Airports. Proposal was accordingly sent to the Ministry in Sept 2020 for in-principle approval. A detailed proposal is to be formulated for consideration of the Ministry requesting publishing EoI on e-Portal.

C. Baggage Computed Tomography (CT)Scanner:

The Baggage CT Scanner employs computed tomography technology to create high- resolution, three-dimensional images of the contents of baggage which facilitates better detection of threats thereby reducing the need for manual inspections and improving passenger through put at check points. These machines are increasingly being used at all the major Customs clearance stations across the world in place of the XBIS machines. This Directorate has taken up proposal for deploying these machines at Customs clearance points in place of XBIS. Procurement process will soon be taken up for purchase of baggage CT Scanners to replace old and obsolete XBIS machines which will be phased out. It is proposed to replace all the existing XBIS machines with baggage CT scanners in a phased manner.

D. Hand Held Scanning Scanner (CT)Scanner:

X-ray based hand-held scanners used at border crossings are specialized portable devices designed for security and customs officials to quickly scan vehicles, luggage, cargo, and packages to detect concealed contraband such as drugs, weapons, explosives, and undeclared goods. These scanners emit X-rays that penetrate the scanned objects and produce images that help identify threats without the need for dismantling or manual inspection. Lightweight and ergonomic, these scanners are proposed to be deployed at 10 sea ports and at 10 Land Customs Stations as a pilot project, which will facilitate on-the-spot inspections.

E. Full Body Truck Scanner

A dedicated vertical has been created in the Directorate to expedite the procurement of Full-Body Truck Scanners (FBTS) and infrastructure upgradation at Land Customs Stations. CBIC proposes to install FBTS at major Land Customs Stations in a phased manner, prioritizing all locations to ensure early operationalization and to strengthen border security, enforcement, and trade facilitation. The process has been initiated with phase-wise prioritization of locations and finalization of technical specifications.

A. VIDEO CONFERENCING

Directorate of Logistics has been providing video conferencing facility to all CBIC formations. Directorate of Logistics and C-DAC have signed a service level agreement for providing Video Conferencing facility to all CBIC formations

Hon’ble Supreme Court vide order dated 02.12.2020 in the SLP3543/2020 Paramvir Singh Saini vs Baljit Singh & Ors, issued certain directions for installation of CCTV Cameras and recording equipments in the offices of CBI/NIA/ED/NCB/SFIO/DRI/Any other agency which carries out interrogations and has the power of arrest. Vide said order, it has been ordered to install the CCTV cameras with below mentioned functionalities:

  • Night Vision;
  • Necessarily consist of audio as well as video footage;
  • Clear image resolutions and audio;
  • Storage of CCTV camera footage which can be done in digital video recorders and/or network video recorder;
  • CCTV Cameras must then be installed with such recording systems so that the data that is stored there on shall be preserved for a period of 18 months;
  • The best equipments available as of date should be purchased.

In this regard, CBIC directed that necessary step be taken for implementation of the directions of the Hon’ble Supreme Court. Accordingly, Pr. DGRI vide office order dated 22.02.2021 had constituted a committee comprising of the senior officers from DRI & DGGI to suggest implementation guidelines for the same. Requisitions from the field formations in this regard has been received. Consolidated proposal to Board for administrative approval will be sent soon.

Customs

Directorate of Logistics is the Apex organisation dealing with matters relating to the Indian Customs K9 Establishment. The DoL is responsible for policy formation, procurements, establishment of CCCs, formulation of recruitment rules etc. It includes devising strategy for detecting contrabands using K9 units, development of various protocols and training modules for handling dogs, monitoring the performance of CCCs and K9 squads. DoL also deals with inter-ministerial and international collaborations on K9 matters.

Indian Customs K9 Manual

On the recommendations of a drafting Committee constituted by the Board, DoL published the Indian Customs K9 Manual in September 2020. The Manual comprehensively covers all gamut of activities including Induction training (including refresher course and maintenance trainings), deployment, uniforms, health check-up and disease control, welfare and retirement of dogs.

Establishment of customs k9 training centers (ccc).

As per Para 2.1 of Indian Customs K9 Manual, DoL is responsible for establishment of Customs K9 Centres. In January 2018, the Board constituted a Committee headed by ADG, DRI, Bangalore to prepare a detailed project report for establishment of the Customs Canine Centre near ICP, Attari. The Committee submitted its report to Board in May 2018 and subsequent to the approval of the Board, in 2019, DoL initiated the process of establishing the CCC utilizing the funds under 1% Incremental Revenue Scheme operated by this Directorate. Thus, the first K9 Training Centre for Customs, in Attari, Amritsar was formally inaugurated in February 2020 with the following infrastructure at an approximate expenditure of Rupees 5 crore:

  • 20 Kennels for Pups
  • Administrative Building
  • Conference Room/Lecture halls
  • Veterinary Centre with an OT
  • Two secure training grounds for 20 pups
  • Training Equipment, Scent-Kits and Uniform etc.
  • Temporary Hostel for 15 Handlers
  • Separate Canteens for Dogs and Handlers

Training and deployment:

Induction training and Annual refresher training are being imparted in detection of methamphetamine, Heroin, Cocaine, MDMA and Marijuana. The training in tobacco products, wildlife and currency detections is also envisaged in the future batches. Training of 42 K9 units have been successfully completed so far. Pups and handlers undergo initial training of 08 months including 03 months of Basic Obedience Training & 05 months of Specialized Training at the K9 training centre. As per the directions from DOL, CCC schedules and conducts the Annual Refresher Training of the field K9 units.

At present, 38 active K9 units deployed across major airports, seaports, ICDs, and FPOs and 11 K9 units are under training at Customs Canine Centre (CCC), Attari in the ongoing 6th Batch.

Strengthening the K9 Cadre

  • Proposal approved by the Board for 242 dogs with 242 handlers, 80 Sub-Inspectors, and 86 Kennel Assistants (phased implementation).
  • Draft recruitment rules for ASI (Dog Handlers) & SI (K9) under finalization.
  • As per the latest Cadre Restructuring plan submitted by CBIC to DoPT, 242 posts of ASI(K9) in Level-4 and 80 posts of SI(K9) in Level-5 have been proposed to be created.
  • Total number of K9 units have been reviewed and the revised strength is proposed to be 610 K9 units covering all customs formations viz. Airports, Seaports, Land Customs Stations, FPOs, Currier Cells, ICDs etc.

Marine

Customs Marine Wing under the Directorate of Logistics was set up in 1974. The Marine Wing is headed by Additional Director (Marine) who is an Officer of the Rank of Commander / Captain on deputation from Indian Navy. The Office of the Marine Wing is located at DDA Shopping Complex, Shanti Niketan, New Delhi. The Customs Marine Wing also have four workshops at Mumbai, Calicut, Ratnagiri and Nagapattinam. The workshop at Nagapattinam was hit by a storm and is no longer functional. There isa Central Store Yard at Mumbai where the spare parts of CAT III A& III B boats are stored and based on requisitions received, available spares are supplied to the Commissionerates for maintenance of CAT-IIIA& IIIB vessels. The Central Store Yard, Mumbai, and Customs Marine Headquarters, Mumbai, are under the control of this Directorate, however, the workshops are controlled by the concerned Commissionerates

A. CUSTOMS MARINE VESSELS

1. Number of Customs Marine Vessels and their Technical Specifications.

The Customs Department has total 109 vessels of four categories, acquired by the Directorate between 2008 to 2012, after Global tender. All these vessels are state of the art and equipped with modern propulsion & power generation system with electronic controls and navigation & direction aids like GPS, Radar, Echo-sounder, AIS, ECDIS etc. The technical specifications of these vessels are tabulated below:

2. Allocation of Vessels

Marine vessels are stationed at Customs Commissionerates along the Indian coast line for anti-smuggling and preventive operations. Customs vessels are also deployed for joint sea patrolling / exercises, as and when planned by the Indian Navy / Coast Guard. 3. Operation and Maintenance of Vessels

(i). Customs Marine vessels with crew are under the jurisdiction of the Commissionerates for all administrative and deployment / patrolling requirements. These vessels are usually operated for 08 months in a year, excluding the 04 months of monsoon period where in such boats do not normally venture out in high seas. As per prescribed norms, Commissionerates are required to utilise Category I & II vessels for patrolling at sea for minimum 100 hours/month and Category IIIA & IIIB vessels for 60 hours/month.

(ii). Category-I & II Vessels were maintained through a Centralised Comprehensive AMC (CCAMC), steered by DoL. After expiry of the contractson 26.12.2022 for Category-I and 06.06.2023 for Category-II, vessels upkeep maintenance and repairs works has been entrusted with the user Commissionerates, as per the instructions received from IFU/Board in April 2023. User Commissionerates are undertaking the maintenance, and routines/ repairs etc required to keep the vessels operational for sea patrolling, through local repairing agencies on case-to-case basis, under the delegated financial powers of HoD.

(iii). The user Commissionerates are responsible for maintenance and repairs of Category IIIA & IIIB vessels since 2012, through local repair agencies.

(iv). To reduce down time of vessels and bring in greater involvement of Commissionerates, financial powers and decision making on all marine matters have been delegated to Commissionerates. The Commissionerates are exercising this delegated powers /authority to undertaking the maintenance, and routines/repairs and place work orders for repair to equipment/vessels.

Post expiry of CCAMCs, it is observed that few Commissionerates / boat crew have displayed their capability and skill to undertake defect assessment / identification and carry out repair work, as and when needed. This is a clear indication of development of in-house technical expertise, utilisation of experience gained in the last decade, increased level of confidence in operating/ handling onboard machinery. The positive impact of de-centralisation of maintenance/up keep is that the Commissionerates/ boat crew have developed an increased sense of ownership and responsibility and are taking immense pride in keeping the vessels defect free and operational for deployment at sea for patrolling. It is necessary that at this transition stage from centralized outsourced maintenance to attending routines/defects on their own by the boat crew, needs to be encouraged and supported by the Executive Officers handling the marine section so that they become more enthusiastic and feel appreciated for undertaking defect identification and rectification and held is developing a strong and cohesive team ready to face the sea. This in turn will also help the in-charge of Marine Section to understand the ground realities of operating/maintaining vessels and bring in better clarity while processing cases for availing services of local/OEM agencies to rectify defects. This will go along way in making our Customs Marine set-upself-reliant.

B. MANPOWER

(i) Staff position

Cadre restructuring of the Customs Marine Wing was done in November, 2007 wherein the sanctioned strength in various grades was fixed at 997. The present working strength is 590 and detailed staff position is placed below:

(ii) Recruitment of Marine Staff

The Directorate is the Cadre Controlling Authority (CCA) for Group 'B' staff. However, as per relevant Recruitment Rules, the DPC for promotion to all Group 'B' staff is to be headed by concerned Chief Commissioner / Commissioner. In accordance with Board’s letter dated 28.02.1989, the Cadre Control functions of Group 'C' stafflies with the jurisdictional Commissioners and DPCs as per relevant RRs are to be headed by concerned Addl. Commissioners. Also, DoL has been pursuing proposals for recruitment of Group 'A' and Group 'B' posts with the Board. Details in this regard are given below:

Group 'A' Posts

The working strength of Group 'A' posts is 9 with 01 post of Additional Director (Marine), 07 posts of Assistant Director (Marine) and 01 post of Assistant Director (Hull).

Group 'B' Posts

Major vacancies exist in the posts of Skipper, Engineer (Marine), Engineer (Electrical) and Engineer (Hull), and recruitment to fill up these posts is being expedited as these posts are part of the Boat crew[except Engineer (Hull /Electrical)

Group 'C' Posts

The Cadre Controlling Authority for Group 'C' officers, are the respective Commissionerates. The recruitment of Group 'C' Marine Staff to fill up vacant posts is the responsibility of the Jurisdictional Commissioners and is being undertaken regularly

(iii) Cadre Restructuring.

Cadre Restructuring proposal of the Custom Marine Wing was for awarded to DGHRD and was returned for re-submission on cethe Pay Scales have been revised by the Department of Expenditure (DoE). Accordingly, proposal for Upgradation of Pay Scales and Surrender/ Creation of posts in the Customs Marine wing was submitted on file to the Ministry and after examination and submission of all replies to queries by the Ministry/IFU, the file was subsequently returned by the Ministry with IFU observations that a separate proposal for Cadre Re- structuring of Group ‘A’ posts and Group ‘B’ &‘C’ posts is to be processed with upgradation of pay scales not to be processed simultaneously. A proposal for up- gradation of pay scales for 09 Group ‘B’& ‘C’ posts Engineer (Marine/ Hull/ Electrical), Skipper, Engineer Mate, Artisan, Store Officer, Tindal and Engine Driver have been forwarded to the Board vide letter dated on 10.10.2022 and this Directorate is replying to all queries by the Ministry time to time; and the proposal is under consideration of the Ministry.

(iv) Amendment in Recruitment Rules (RRs)

a. Proposal for Amendment to Ministry of Finance Customs Marine Organisation, Customs & Central Excise Department (Group ‘A’ Posts) Recruitment Rules, 2004- Revision of Pay Scales consequent upon implementation of 7th CPC recommendations was submitted to Ministry and observations made were replied from time to time by the Directorate.

b. Amendment in RRs of Group ‘B’ Skipper and Engineer (Marine/ Electrical/ Hull). Proposal for amendment of Recruitment Rules of all Group ‘B’ Engineer (Marine/Electrical/Hull) and Skippers was submitted to the Ministry on 16.07.2025.

Arms and Ammunations


Allotement of Confiscated weapons on loan basis

A. Directorate of Logistics (DoL) is the nodal agency for Arms and Ammunitions held by the field formations of CBIC.

B. This directorate is also the nodal agency for all the confiscated weapons and authority for granting permission for allotment of confiscated non-prohibited weapons on loan basis to departmental officers as per the instructions and guidelines prescribed by Ministry.

  • Confiscated weapons of non-prohibited bore Revolvers or Pistols are loaned to Executive Customs/CGST officers whore quires them for self-protection in the course of their work on condition that the weapons are returned by the officers to the Department when no longer required or in any case on their retirement/ superannuation
  • The weapons are loaned only to officers who possess the necessary arms license and after careful scrutiny of their requests. Not more than one weapon is allotted to individual officers.

Suggestions:

  • It is noticed in the preliminary design of the website that there is mention of Tele-Communication Wing which has already been wound up.
  • It is suggested that some pictures may be incorporated in the Home page and some colour scheme also may be incorporated as background for different data boxes.
  • Photographs of all the equipment deployed by anti-smuggling wing at field formations may be included in the picture gallery to give pictorial presentation of the allthe equipment procured/managed by DoL.

1% Incremental Revenue Scheme

The 1% Incremental Revenue Scheme (IRS), introduced by the Department of Expenditure on 22.07.2006, aims to incentivize revenue-generating departments by permitting utilization of 1% of incremental revenue over budgetary targets for improving efficiency, infrastructure, and organizational capability. The scheme is administered by the Principal Commissioner (Logistics) with evaluation by Committees under DG (HRD), DG DRI, DG GSTI. Since inception, ₹498.22 crore has been allocated under the scheme. As per DoE OM dated 04.12.2023, the funds remain frozen at the 2014–15 level, and no funds are presently available, the balance funds have been utilized or earmarked for sanctioned proposals.

Special Equipment Fund


The Special Equipment Fund (SEF), established vide F. No. 13011/3/85-Ad.V dated 30.03.1985, along with the Welfare Fund and Performance Award Fund, aims to strengthen anti-smuggling operations through quick procurement of specialized equipment. The SEF is administered by a Governing Body chaired by the Chairman, CBIC, with all Members and the Financial Adviser (Finance) as Members, and the Principal Commissioner (DoL) as Member Secretary. The fund is financed by 10% of the sale proceeds of confiscated goods and penalties—allocated as 5% to the Customs & C. Excise Welfare Fund, and 5% to SEF.

Accordingly, the procurement of anti-smuggling/anti-evasion equipments have been funded from time to time under SEF.
